Scaffolding / Hoarding License
To position a scaffold or Hoarding on a highway, which includes any public path, pavement or road the person wishing to erect the scaffold or hoarding must apply to the Council for permission.
Anyone erecting a scaffold or hoarding on the highway should be aware of the following requirements:
- It is an offence to erect a scaffold or hoarding on the highway without the permission of the Local Authority;
- The Local Authority may grant permission by issuing a licence with or without conditions;
- The owner of the scaffold or hoarding must ensure that it is erected and maintained in accordance with safety conditions attached to the licence.
The procedure for applying for a scaffold licence is for an application form to be completed and sent to Building Control. A Building Control surveyor will then visit the site and agree the issue of a license subject to any relevant conditions.
