What is Civil Parking Enforcement (CPE)?
Important changes have taken place to Decriminalised Parking Enforcement. It is now called Civil Parking Enforcement (CPE).
CPE is parking enforcement undertaken by councils rather than the Police. In South Tyneside, CPE is carried out by South Tyneside Parking Services, which is managed by South Tyneside Council.
What are the main changes?
- Parking attendants are called Civil Enforcement Officers (CEOs) and their uniforms reflect this
- Two levels of penalty charge notice (PCN) apply depending on the seriousness of the contravention. These are called higher and lower contraventions and charges are as follows:

*Discounted rate applies if payment is made within 14 days of notice being served.
- A PCN will be sent by post if the CEO is prevented from issuing it. This could happen if the motorist drives away or acts aggressively
- PCNs will be issued for parking on zig zags approaching zebra or pelican crossings
- PCNs will be issued for driving in bus lanes. These are supported by digital photographic evidence from an approved device
How can I avoid PCNs?
Look out for lines, signs and notices when you park. These tell you about any restrictions or charges that apply. The Highway Code will help to explain what these signs and lines mean.
