Mobility Impairment

Restriction in a person’s mobility. This may be permanent, due to injury or illness, or temporary. (Examples include a person pushing a pram or a person accompanied by a small child or encumbered by shopping or luggage).

Multiplier Effect

The extended impact of an economic action upon employment.

National Rivers Authority

Body with statutory responsibilities for water resources, pollution control, flood defence, fisheries, recreation, conservation and navigation in England and Wales. On 1st April 1996, its duties, together with those of Her Majesty’s Inspectorate of Pollution and the Waste Regulation Authorities, were taken over by the Environment Agency.

Permitted Development Rights

A right to the limited alteration of land or buildings of certain types without the need to apply for planning permission. This right is granted under the Town and Country Planning General Development Order 1988.

Planning Obligation

Obligations may be entered into by agreement between parties or a developer may undertake to carry out an obligation unilaterally. Planning obligations can be drawn up under Sections 106, 106A and 106B of the 1990 Town and Country Planning Act.
They might restrict development or use of land, require operations or activities to be carried out in, on, under or over land; or require payments to be made to the authority either in a single sum or periodically.

Primary Route Network

Highway routes in the Borough designated by the Department of Transport as being of major importance (forms part of the Strategic Route Network - refer to below).

Primary Shopping Frontages

Area where retailing in a town centre is most concentrated. There are three ‘core’ areas of primary shopping frontages in South Tyneside: Jarrow and Hebburn Precincts and the King Street / Denmark Centre area of South Shields.

Quasi Retail Uses

Services related to retailing which are only appropriate in certain streets or shopping areas. Examples are banks, building societies and cafes. These services are defined as classes A2 and A3 of the Town and Country Planning (Use Classes) Order 1987.
