Percentage of new homes built on previously developed land

South Tyneside has been successful in exceeding its targets for the percentage of new homes built on previously developed land.  However, given previous levels of brownfield development, the finite nature of the resource and the extent of the urban area, sustaining such levels in the future, may prove difficult.  The emerging Regional Spatial Strategy for the North East will try to address this issue and provide a sustainable brownfield housing target figure. 

Between January 1988 and March 2007 70.8% (4,812) of completions were on brownfield land, and between January 1996 and March 2005 85.1% (2,183) of completions were on previously developed land. Brownfield completions between April 2006 and March 2007 accounted for 85% (488) of all completions. Regional Planning Guidance (RPG1 – referred to as the Interim Regional Spatial Strategy) sets a target of 60% brownfield completions up to 2008; this rises to 65% by 2016.

In the past year new build rates have shown significant increases with 241 extra completions over 2006/2007 financial year. Many of the latest developments are brownfield sites (Hebburn Riverside/Westoe Crown), one greenfield at the former Harton & Westoe Welfare Ground came on-stream depressing brownfield rates during the year.   With the emphasis on use of urban land and since there are new large scale brownfield sites awaiting development, future developments on greenfield sites will be minimal.
