What is CPA?
"CPA 2007 scores for all single tier and county councils were released by the Audit Commission on 7 February 2008"
The government introduced CPA in 2002 as a key part of its modernisation programme to help ensure councils continuously improve services for local people. CPA is the cornerstone of the government's performance management framework for local government.
The Audit Commission say that, "since 2002, information from CPA has been used to:
- Report to local people in simple terms how their council is performing
- Help councils to focus their own improvement planning; support the development of proportionate audit and inspection programmes
- Promote a more co-ordinated approach between auditors, inspectors and other external agencies involved with councils
- Provide a basis for the government to agree additional freedoms and flexibilities for higher-performing councils
- Help the government to identify councils where further targeted support and recovery planning may be needed to protect services to local communities"
