Jarrow NMP: Application procedure

What is the application procedure?

The Jarrow Partnership will convene theme groups attended by service providers and community reps to develop ideas for the Service Improvement Fund.

The ideas will be subject to community consultation. The Theme Groups are:

  • Safer Communities
  • Children and Young People
  • Employment, Enterprise and Training
  • Environment, Housing and Transport
  • Health and Well-being

The idea from the theme group then requires a brief description of the project including:

  • Baseline statistics – e.g. numbers unemployed
  • Who they will work in partnership with
  • Any match funding
  • Indicative costs
  • How many residents will benefit
  • How it will continue after the funding

It will then be taken to the partnership board meeting who will decide if an application is to be developed further.  The partnership through the Neighbourhood Management Team will send out an application pack with timescales and deadlines.

What happens once the application is submitted?

Stage one - application form

A completed application form is submitted to the Neighbourhood Manager

Stage two - technical appraisal

The neighbourhood manager will:

  • Arrange for the application to be appraised by an independent person. The appraiser will pursue any queries with the sponsor. If queries are dealt with satisfactorily, the application will go to Stage Three. If there are significant unresolved queries, the application to be returned to the sponsor for re-working.
  • Refer applications above £50k to the Head of Community Services, South Tyneside Council,  for comment.

Stage three – partnership approval

Copies of the completed form and appraisal report to be circulated with partnership meeting papers. The sponsor to attend the partnership meeting to present the proposal – max 5 minutes. Questions from the group members – max 10 mins. Sponsor leaves whilst the partnership board makes a decision.

The partnership can make one of the following decisions:

  • To agree the proposal as presented
  • To agree the proposal with conditions
  • To refer the proposal back to the sponsor for reworking
  • To reject the proposal

Stage four – decision letter

The Manager will arrange for a decision letter to be issued to the sponsor, with any conditions attached.
