The LSC exists to make England better skilled and more competitive.

 

We have a single goal: to improve the skills of England's young people and adults to make sure we have a workforce that is of world-class standard.

We are responsible for planning and funding high-quality vocational education and training for everyone. Our vision is that by 2010, young people and adults in England have the knowledge and skills matching the best in the world and are part of a fiercely competitive workforce.

We have published ‘Raising our Game’ our third Annual Statement of Priorities, which will take us further forward in our aim of transforming the learning and skills sector.

Our four priorities for 2007/08 are to:

  1. Raise the quality and improve the choice of learning opportunities for all young people to equip them with the skills for employment, further or higher learning, and for wider social and community engagement.
  2. Raise the skills of the nation, giving employers and individuals the skills they need to improve productivity, employability and social cohesion.
  3. Raise the performance of a world-class system that is responsive, provides choice and is valued and recognised for excellence.
  4. Raise our contribution to economic development locally and regionally through partnership working.

National targets

We are responsible for meeting the following Public Service Agreement targets:

  • Increase the proportion of 19 year olds who achieve at least level 2 by 3 percentage points between 2004 and 2006, and a further 2 percentage points between 2006 and 2008
  • Increase the proportion of young people who achieve level 3
  • Reduce by at least 40% the number of adults in the workforce who lack NVQ 2 or equivalent qualifications by 2010.
  • Improve the basic skill levels of 2.25 million adults between the launch of Skills for Life in 2001 and 2010.
  • Supporting our headline PSA targets is the performance indicator:
  • By 2007/08, increase the numbers completing Apprenticeships by three quarters compared to 2002/03
  •  

The LSC also has a major contribution to make two further targets:

  • Reduce the proportion of young people not in education, employment or training
  • Increase the number of people entering Higher Education

 

LSC North East

We have a national office in Coventry, nine regional offices in England and a network of local partnership teams covering the whole country.
LSC North East operates through a regional centre in Gateshead and 2 area partnership teams, as follows:

  • Area North -  6 local partnership teams for Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside and Sunderland.
  • Area South - 6 local partnership teams for Darlington, Durham, Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton on Tees.

Within each area there is also an Economic Development Team working alongside the partnerships with a focus on skills for employers and regeneration.
